PUBLIC SECTOR REFORMS

This division focuses primarily on the public sector. TCH has carried out reviews of Justice, Law and Order sectors in a number of countries. Through its Associates, it has also revised a number of policy and legislative instruments for governments around the continent. Below are sample assignments.
1. Government of Kenya/Pact
Revised the National Peace Policy after the post-election violence and prepared it for presentation to cabinet. Revision included the development of a dummy Bill.
2. Government of Uganda (GOU)
TCH was Lead Agency in evaluation of sector wide Justice Law and Order Sector (JLOS) programme and advised on policy priorities for the sector’s Third Strategic Investment Plan (SIP).
3. GOU/USAID-Uganda
Lead Agency for the Evaluation of Uganda’s USAID Millennium Challenge Corporation (MCC) programme. Advised on policy options for a second phase.
4. USAID-Uganda
Lead Agency for Evaluation of USG Linkages Programme domiciled in Parliament.
5. GOK, Office of Prime Minister
Facilitated the Prime Minister’s Task Force on the Mau Forest to come up with its final recommendations and plan of action regarding the Mau forest. First report on Mau, before adoption by government, was developed by TCH through its Principal Fellow.
6. Office of the President, Kenya
A Political Reading of the Draft Constitution and security related recommendations to Internal Security.
7. National Intelligence Security Service - Kenya
Aligning the security organs and their constitutive instruments to the Security Architecture as stipulated in the new Constitution. Guiding the Security organs in developing new legislation to give effect to the constitutional provisions and new policy, including administrative instruments to roll this out. Work on-going.
8. Other Assignments before 2009
We provided policy and strategy support for inter alia, Easbrigcom, a military wing of Africa Union during the post-election crisis in Kenya; Norad/Embassy of Norway/MS–Kenya: We provided a post-violence analysis and options for strategy. after the post Election violence.
9. Government of Rwanda, Office of the President/World Bank
Recruitment of three Senior Presidential Advisors on Legal, Social and Economic Affairs to the President of Rwanda.
